The Formula
Below is my school funding formula. It is thirteen pages long, and includes sections on the local and state levels. Locally, it calls for a new school funding tax structure that encourages local control, school district consolidation, and can serve as a band aid and as an element of an evidence-based formula. Financing options in this formula can put an end to the statewide property tax crisis and make a property tax freeze needless. At the state level, my formula demands the fulfillment of full funding levels, new arrangements for the PTELL grant, poverty grant, and the Chicago Public Schools grant. It also proposes two new special education funding formulas, a new approach to funding charter schools, and a unique idea for new revenue.
